Fix / Restore Miners#1629

The minions have finally been updated to match the rest of the server, the only issue is that the miners have been nerfed significantly. The range has gone from a cool 16 to a measily 9. The speed is slightly higher and fortune 2 has been added. However with this change, the minion is now less useful then it was before.

I propose that the range on the miner minion is restored to its former glory of 16 blocks.

Made some tweaks to miners & they should be much better now :)

Will we see some tweaks to one block miners too?
