Fix kingdoms#1460

• make it that you can only get custom enchants in your claim on olympus
• make it that spawners will only spawn mobs if you placed the spawner in a claimed chunk and the spawner won’t work anymore once the chunk is unclaimed
• make the champion spawn on a random location in the chunk instead of the middle point
• disable spawners in elysium

also disable villagers in elysium and give elysium less mana
